Establishment of Strategic Warning Staff (U)
1. (C) The USIB Watch Committee and the National Indications
Center are to be disestablished. In their stead, the position
of Special Assistant to the Director of Central Intelligence
(DCI) for Strategic Warning and a Strategic Warning Staff
(SWS) are being established. The mission of the Special
Assistant and his staff is to advise amd assist the DCI in
the production and dissemination of strate is ~ng 25X1A9a
intelligence. will
be designated t e pecia ssistant, and a small interagency
group of warning analysts to be supervised by a senior CIA
officer will be collocated with the NMIC and function under
his direction.
2. (C) It is my desire that the transition be made as rapidly
and smoothly as possible. To accomplish this, it will be
necessary for several Directorates to become involved.
The Deputy Director for Intelligence will have primary
res onsibilit and has appointed an action group headed by
25X1A9a tel. 77498, for coordination. The
Deputy Director for Management and Plans, the Deputy Director
for Support, the Deputy Director for Collection and
Surveillance, and the Comptroller will designate personnel
to serve with the SWS Action Group to plan and implement
the transition.
