MEMORANDUM FOR: Deputy Director (Support)
SUBJECT: Career Opportunities in the American
Intelligence Service
1. 1 am assuming there is a recognised need for some
such recruiting approach as the proposed pamphlet, as I do not
have personal knowledge in this aspect. While I am normally
somewhat opposed to voluntary publicity. I do not set that such
a pamphlet phrased in general terms would be objectionable if
it serves a useful purpose.
2. Our main comment is that the pamphlet should be
much shorter and if possible somewhat more simply phrased.
The opening three paragraphs on page one could, I believe. be
as well stated in one short paragraph. The first subparagraph
on page one an the role of the Agency seems a rather cumbersome
way of saying that we keep abreast of and report on current
developments all over the world. I would eliminate the third
subparagraph entirely, but if it is to be kept, I would certainly
take out the words "national security information. 11 We have no
general charter in the internal security field as would be implied
by this phrase. I would also eliminate the reference to penetration
by foreign powers.
3. I would eliminate the historical aspect on page two.
referring only to the establishment of the Agency by the National
Security Act. If, however, the historical part is kept, CIO was
started by a Presidential Directive not an Executive Order and
it was issued on 22 January 1946 not in February. In the section
speaking of intelligence as a career. starting on page three. the
word "doctrine" in the second sentence data not appear appropriate
to me and should be eliminated. Again, I believe this section could

be somewhat simplified and shortened. This carries on through the
rest of the paper. However, the criteria and the general information
are probably the type of things that prospective candidates would
very much want to know.
