PREFACE
This Joint Photographic Intelligence Memorandum describes three heavily-
secured installations near Eltba.n, southwest of Kornsomol'sk. It has been
prepared by Army and CIA, under CIA chairmanship, and is intended to satisfy
the combined requirements of the intelligence community as specified in
CIA HTA/RR/R-88/58 and HTA/SI/R-21/58, and Army SRI's 61-1-58 and
98-1-58. Specifically requested are building descriptions, dimensions, locations,
security,transportation facilities, and construction activity. This information
is presented by means of a written text in conjunction with related maps, photos,
and line drawings of the areas of interest.

INTRODUCTION
Three heavily-secured installations in the vicinity of El:ban were covered
25X1D by photography of El'han is a small settlement located on the
Far Eastern Railroad (No: 27) about 34 nautical miles (nm) southwest of
Komsomolssk and 11 nm west of Ommi: These installations consist of an
explosives plant situated just west of the Elsban settlement, an explosives
storage area four nm to the northwest, and a probable military depot five
nm south-southwest of Eliban: Plate 1 shows the relative locations and photo-
insets of these three sites.
These installations have certain common physical characteristics: Each
has been placed in a wooded section, with double security fences and guard
towers along its perimeter. An area has been cleared between the fences
to serve as a fire break and patrol area for security guards? All three sites
are served by road and rail:

The explosives plant is identified primarily by the presence of revetted,
industrial-type buildings and associated storage magazines. The specific
product or products of the plant cannot be ascertained. The production of
propellants or ammunition of some type seems to be indicated by the size
and layout of buildings. The plant does not appear to have adequate facilities
for the manufacture of guided missilec; or rvicic.:Lr components of special
weapons. Considerable open storage of boxes or bags along rail spurs adds
to that interpretation:
The explosives plant is comparatively small and not of recent construction.
It is apparent on photography that the plant's boundaries have been contracted,
since there is a regrowth of vegetation in the outer cleared area whereas the
innner cleared area is free of vegetation. The line drawing (Plate 2) illustrates
the reduction in size of this installation, which could indicate a tightening of
plant security. The majority of its 60 buildings show some signs of age such
as roof stains. The only exceptions to this are at the south end of the plant
where a possible steam plant is under construction (Item 39, Plate 2) and
foundations appear to be laid for some type of storage building (Item 15,
Plate 2), It is not known whether this construction activity is in the nature
of plant expansion or is possibly due to some change in production:
charts of 1943-44 show most of the same plant buildings and roads and the
old perimeter fence but do not show the new fences or construction activity.
The over-all size of this plant with its present boundaries is approxi-
mately 6,000 by 4,000 feet: There is a fairly good road network within the
plant. The warehouses are also served by rail spurs which converge outside
the plant in one line that appears to turn off of the Far Eastern Railroad
from the south, suggesting that most rail traffic is probably associated with
points to the south rather than with Komsomol'sk.

A housing area just east of the plant is distinct from the El:ban settlement
which lies along the opposite side of the Far Eastern Railroad.
A description of the buildings at the explosives plant is presented in
Table 1, with references keyed to the line drawing (Plate 2), Height measure-
ments given throughout this memorandum are approximate due to the heavy
snowfall present at the time of the photography.
