Photographic analysis of two selected areas of Moscow, USSR, was performed
in an effort to locate and establish existance of civil defense shelters using
the observed characteristics of alleged shelters in the Kuntsovo and Moscow
University areas.
No additional similar structures were observed in these areas.
II KUNTSOVO - ALLEGED CIVIL DEFENSE SHELTER (See Figures 1, 2 and 3)
A. Location:
The Kuntsovo Alleged Civil Defense Shelter is located at
55 43 1ON-037 23 15E, approximately 425 feet northeast of
junction with the. Moscow Ring Road and the Moscow-Minsk Rail Line.
B. Description:
The installation enclosed by a wire fence, is generally
rectangular in shape measuring 510 by 425 feet with the northeast
corner reduced in size.
The installation contains an earth mound approximately 15
feet in height and approximately 120 by 80 feet in size.
At least four ventilation vents are observed on top of
the mound.
The mound appears to be a layered or a cut-and cover type
civil defense shelter.
A small building is located on the north and east sides of
the mound. A pathway leads to the north building. Means of
egress to the mound is undetermined. A third building is located
along the west fence line.
The site was observed on aerial coverage.
Various limiting conditions precluded earlier observation.

III MOSCOW UNIVERSITY AREA - ALLEGED CIVIL DEFENSE SHELTERS (See Figures
4, 5a, 5b, 6 and 7)
A. Location:
Four alleged civil defense shelters are observed between
the main university building and the river. Alleged shelter number
1, to the left front of the university, is located at 55 42 24N-037
31 50E. Alleged shelters numbers 2, 3 and 4, to the right front,
are located at 55 42 26N-037 32 19E (Shelter No. 2), 55 42 22N-037
32 23E (Shelter No. 3) and 55 42 19N-037 32 27E (Shelter No. 4).
These installations were first observed on aerial coverage 25X
I land ground photography of August - September 1954. Eac area
is earth mounded, approximately 15 feet in height, and measures
270 x 270 feet. On top of each are five pole-like objects which
may be used as vents, however their height exceeds that normally
expected for a ventilation system.
A small square building abutts the front of each mound at
Shelters No. 2, 3 and 4. These buildings contain an entrance
doorway and a circular aperture.
which is believed to be an emergency exit is observed on the side
opposite the entrance. Earth scarring at Shelters 2 and 3 indicate
possible exits in the same relative position.
Entrance to alleged Shelter No. 1 is via the small buildings
observed in the foreground of Figure 4.

IV MENSURATION
All measurements have been made by the CIA/IAD project analyst. They
should not be construed as being mensuration data compiled by the NPIC
Technical Intelligence Division.
V CONCLUSIONS
A. The function of these alleged shelters cannot be confirmed
from overhead photography.
B. The mounds in front of Moscow University are similar in
appearance but differs to the mound in the Kuntsovo area.
Variances in these installations precludes determination of
a specific signature. The size and configuration for each site appears
to be related to its location and capacity rather than to a standard
configuration.
