Memorandum for the Director's Log
Submitted: 22 January 1953
Congressman Coudert has introduced two resolutions, one calling
for the establishment of a Select Committee and one designating the
House Appropriations Committee, to investigate all phases of the com-
mercial and proprietary activities and functions of the Government
and to develop and recommend to effect the transfer of such activi-
ties to private citizens. These resolutions are basically aimed at
the elimination of Government functions which are in direct competi-
tion with the taxpayer and the consequent elimination of large Govern-
ment expenditures. However, the manner in which the resolution is
worded would include CIA proprietary unctions within the scope of
the investigation. It is believed that this resolution will not be
adopted at the present time, so no action is required. Legislative
Counsel will follow.
