ackup information for his appearance on Thursday before the Senate Foreign
Relations Committee.
a. He would like to know of any changes in the Intelligence Commu-
nity's estimates of Soviet military spending between 1975 and today.
What annual percentage of GNP did the Soviets and we spend on the military
budget?
b. Regarding oil income from exports, when will the Soviets consume
more oil than they can produce?
c. He used a 1986 projection that the Soviets' income from gas would
be $5 billion. What will their income from the gas be after the debt is
paid off? He seemed to recall that it would take two or three years for
the debt to be paid off. Will the the drop in oil exports in 1986, that
is the loss of income from the oil exports, be greater than the income
from the export of gas, i.e. the $5 billion? What will the net loss be
from the drop in oil exports and how much oil will they export in 1986?
2. I copied these notes down very quickly, but I think it is clear what
he is trying to get at. Please call me if you have any questions or need
clarification. I expect you will have to talk with OGI as well as your own
people in SOVA to develop the answers. Please let me have the answers no later
than cob Wednesday.
