Approved For to ease 20 MEMORANDUM FOR THE RECORD Morning Meeting of 9 July 1968 01800050046-3 9 July 1968 ADD/I provided a summary report on the impact of the recent attacks on Saigon, assaying the economic costs and refugee problems and providing a comparison with the impact of the Tet offensive. Godfrey gave the Director a memorandum analyzing Brezhnev's speech to the Party faithful. D/ONE observed that the Czech situation appears to have passed into a most serious and dangerous stage, with the Soviets and Czech conservatives maintaining pressure but having failed to influence sig- nificantly local Party elections. The Director asked that the gravity of the situation be highlighted I and that a serious analysis of the background of the current grave state of affairs be undertaken by the ADD/I. DD/P advised that he will review once again the guidance to the Radios on Czech matters but indicated that thus far guidance has been carefully coordinated with State and is characterized by a low-key approach. 25 Maury reported that he has been advised by Phil Kelleher that there is a 50-50 chance the Agency will be able to present its retiree cost-of- living case before the Philbin subcommittee, most likely on 16, 17, or 18 July.
