I spoke this morning with Stan Taylor, Senate Select Committee on Intelligence staff, regarding tomorrow's hearing on S, 2236, the anti-terrorism legislation. 2. The following individuals will be the principal witnesses a. Ambassador Quai:nton, Chairman of the Inter-Agency Working Group on Terrorism b. Mr. Fred Hitz, Legislative Counsel, 0/DCI c. General Counsel, NSA d. Mr. McBrien, Department of Treasury, Bureau of Alcohol, Tobacco and Firearms 3. Ambassador Quainton, who does not intend to have a prepared statement, will lead off by explaining his position as hea~he Tnter-Agency Working Group on Terrorism. Messrs. Hitz and will discuss the STAT need for close oversight committee participation in the handling of the bill's requirements for classified reports. Mr, McBrien will concern himself with the question of the bill's current exemption for "black powder" tagging. 4, As the Senate will that morning be debating the lifting of the arms embargo on Turkey and the boycott of Rhodesia, we expect that SSCI members who also serve on Foreign Affairs (Biden, Case and Baker) and others will not be present for the hearing. _ Distribution: 1 - OLC Subject 1 - OLC Chrono OLC:A4DC:sm: (24 July 78) a~1F~1?~=.C~
