SUBJECT: Meeting with Deputy Secretary of State on
Outstanding Issues
1. On 20 December 1973 a meeting between CIA and Department
of State representatives took place in the office of the Deputy
Secretary of State. The agenda consisted of the CIA "White Book":
Proposals for Discussion with Department of State which had been in
the Department's hands since September 1973. The following
participated:

The meeting convened at 3 p.m. and terminated at 4:20 p.m.
2. This memorandum does not attempt to record the full details
of the discussions as they occurred, but sets down the substance of
the discussion on each of the subjects of the CIA "White Book" which
came before the meeting, and such decisions or further action agree-
ments which were reached.
