MEMORANDUM FOR: Acting Deputy Director of Security (P&M)
Policy and Plans Group
SUBJECT: DCID 1/xx "Uniform Procedures for
Administrative Handling and Accountability
of Sensitive Compartmented Information (SCI)"
1. On this date the Chief, Special Security Center
contacted the writer relative to the section in subject
which concerns marking microform material. You will
recall that at our request this section was left blank
pending referral to the DCI Intelligence Information
Handling Committee. The Chief, SSC advised that
had forwarded the request for the writing of appropriate
guidance governing the marking of microform material
to the Chairman of the Information Handling Committee.
The latter referred the action to the Chairman of the
Micrographics Working Group. The tasking was then imposed
on who is a member of the last mentioned
group. contacted the Chief, SSC for
guidance concerning SCI aspects of the problem.
2. The Chief, SSC stated that he could not be
of assistance to F- I until he was made aware
of a decision on a proposal submitted on 1 December 1976
which concerned accountability methods for microform
copies. The Chief, SSC had made a recommendation and
has heard nothing as to whether or not it was accepted.
A copy of this memorandum is attached.
3. As stated by the Chief, SSC, he can take no
action in an advisory capacity until a decision is
made regarding the validity of the memorandum of 1 December
1976. The writer has been unable to locate the memorandum
or any record of its disposition in the registry. A
registry card reflects that the last action was forwarding
to the Acting Director of Security on 9 December 1976.
