The President has asked me in the enclosed letter
to establish procedures to ensure that no governmental
sponsorship of foreign area research will adversely
affect United States foreign relations.
Within the Department of State I have asked
Thomas L. Hughes, Director of the Bureau of Intelligence
and Research, to communicate with those agencies with
social science contract research programs relating to
foreign areas. He will be developing procedures to
assure policy clearance of such Government-sponsored
research. The Bureau of the Budget will work with
Mr. Hughes in developing these procedures.

Dear Mr. Secretary:
Many agencies of the Government are sponsoring social science
research which focuses on foreign areas and people and thus
relates to the foreign policy of the United States. Some of
it involves residence and travel in foreign countries and
communicat&pn with foreign nationals. As we have recently
learned, it can raise problems affecting the conduct of our
foreign policy.
assure the propriety of Government-sponsored social science
research in the area of foreign policy. I .suggest. that you
consult with the.Director of the Bureau of the Budget to
determine the proper procedures for the clearance'!of foreign.
