SUBJECT: West German Rocket Firm OTRAG
1. In response to your request of last Saturday morning, attached
is a memorandum which gives our best assessment of what OTRAG is doing
in Zaire. Further, attached to it is an alleged copy of the agreement
between Zaire and OTRAG. This contract, incidentally, was published
in a leftist-oriented Paris publication, Jeune Afrique, in August of
last year.
