SUMMARY
This report presents a summary of intelli-
gence information currently available on the 4
known SSM launch sites for the SCALEBOARD
missile system. The 4 sites have been identified at
Soviet Rocket Forces installations near the Sino-
Soviet border, i.e., the Sary-Ozek IRBM Com-
plex, the Kremovo MRBM Complex (Manzovka
1 and Manzovka 2), and the Drovyanaya ICBM
Complex. The sites were all first observed in
and can be negated on photography
Locations of the sites,
and 450-nm and 1050-nm range circles from the
sites are shown in Figure 1.
Each site contains 9 launch pads (or, at the
former Manzovka Fixed Field Launch Site, 9 lo-
cations suitable for pads) in a roughly circular
arrangement. The sites at the Sary-Ozek IRBM
Complex and the Drovyanaya ICBM Complex
each contain 2 adjacent vehicle sheds. To date,
no prototype site has been identified at any of
the Soviet test centers.
The SCALEBOARD, a wheeled TEL with
missile pod, was first displayed publicly in the 7
November 1967 Moscow parade (Figure 2). The
TEL appears to be a modification of that pre-
viously displayed with the SS-1C (SCUD-B) mis-
sile. At least 6 SCALEBOARDS were shown in
the Moscow parade. Mensuration derived from
the parade SCALEBOARDS is presented in Fig-
ure 3; a Soviet newspaper photo 1/of 2 SCALE-
BOARDS with missile pods partially erected is
shown in Figure 4.
SARY-OZEK IRBM COMPLEX
The SCALEBOARD site at the Sary-Ozek
IRBM Complex (Figure 5) is located at 44-29N

mum diameter of approximately 850 feet (Fig-
ure 6). Nine pads, none hard surfaced, are
placed approximately 220 feet apart inboard of
a concrete circumferential road. Three position-
ing, or index, points are seen on each pad.
These 3 points form a "vee" pattern (Inset, Fig-
ure 6), with the apex approximately centered in
the launch pad. These "vees" have the same
orientation on all pads. An imaginary line through
the apex of the "vee" is on an approximate
azimuth of 80?. On the southwest side of the
site, and connected to it by 2 concrete and 1
dirt road, there are a vehicle hardstand and 2
vehicle sheds which measure I

The construction of the launch site appears
rather unusual in that considerable fill was
utilized to build up the circumferential road, the
pads, and the vehicle hardstands to a common
level; all of which are above the original ground
level. An additional, or tenth position, was also
constructed in the center of the site. This posi-
tion, or pad, is only approximately 90 feet wide
as opposed to the approximate I50-foot width of
the launch pads. Open trenches, possibly for ca-
ble lines, extended from this central position
toward the pads. Each of these lines then divided
to serve 3 launch pads. In addition to the con-
struction of this site, other activity was noted in
the support area. At the southwest end of the
support area the following items were noted on

KREMOVO MRBM COMPLEX
Two SCALEBOARD launch sites are lo-
,?ated at the Kremovo MRBM Complex. One
is adjacent to the Manzovka SRF II eadquarters
:It 44-11N 132-31E and the other is approxi-
thately 2.0 nm east-northeast, superimposed
over the former Manzovka MRBM Fixed Field
g3i1Bite at 44-12N 132-34E. These sites were also
rirst observed in

The site at the Manzovka SRF headquarters,
Vlanzovka 1 (Figure 7), is very similar in con-
iguration to the Sary-Ozek and Drovyanaya
iites, with a circular road, 9 pads inboard of

the road, and a smaller central position. On the
latest usable coverage of
the vehicle sheds visible at
Sary-Ozek and Drovyanaya were not identified
at the Manzovka 1 site, although some existing
structures in the area may be usable. No large
scale coverage of this site is available.
The other site at Manzovka, Manzovka 2
(Figure 8), has been constructed over the former
MRBM fixed field launch site, approximately
2.0 nm from the SRF Headquarters. This site
is not as regular in configuration as the
Manzovka 1 site; no outer loop road is present;
and the central position is not yet apparent.
DROVYANAYA ICBM COMPLEX
The SCALEBOARD launch site at the
Drovyanaya ICBM Complex is located in the
complex support facility, 51-33N 113-01E (Fig-
ure 9). This site also contains a generally circular
loop road, with 9 launch pads inboard of the
road. A tenth, central, position is also present
at this site, as are 2 vehicle sheds, approximately
Fronting on a vehicle hardstand
which is connected to the launch site by at least
2 roads.
No detailed analysis of this site can be made
because of a lack of large scale coverage sub-
sequent to when
the site was in an early stage ot construction.
