INTRODUCTION
This is the third of a series of Photographic Interpretation Briefs covering Soviet naval
bases and shipyards in the Pacific Ocean Fleet region. This particular publication encompasses
southeastern Siberia and Sakhalin Island. All naval facilities and all shipyards or boatyards
which appear to be capable of building or repairing PT or greater size vessels are included in
this study.
These brief reports are designed to provide basic facility inventory information in a pre-
scribed geographic area. Previously published detailed NPIC studies of certain significant targets
within the area are not superseded by this series.
Each brief will contain identification and reference data, a brief summary of facilities, an
annotated photograph, and a locator map of the installation.
Additional groups, which will be published later for incorporation into this basic document,
will be accompanied by an updated introduction and index. The final group will contain a
complete index and area locator map.

On the south shore of Bukhta Severnaya on the SW tip of Minchakova
Peninsula, 2.5 nm SE of Pyatisotka.
Facilities at this base include an offshore wharf, 2 quays, 3 piers,
1 hangar, 6 storage/repairways (on former seaplane ramp), a large shop, 5
barracks, a steamplant, a probable messhall, 2 secured storage buildings, 5
storage buildings, and several support buildings.
An associated open storage area for crates is located in the SW sector
of the base.

A small walled facility at the west tip of the base contains a drive-
through, multistory building, 3 support buildings, and an open storage area.
A rail-served naval pier is located 4.6 nm NNE which may be used for ammunition
loading or staging for missile boats.
Order of battle observed consists of OSA PTFG, Komar PTG, P-6 PT, and
probable STYX missile crates.
