1. This memorandum is in response to your request for information
and annotated photographs of a VIP resort in the vicinity of Barsuki,
near Moscow, USSR. Attachment 1 is an annotated photograph of the entire
facility and its environs. Attachment 2 is an annotated photograph of
the housing and support area.
2. The Barsuki VIP Resort is 1.2 nautical miles (nm) WSW of
Barsuki, 1.3 nm NE of Komarovo, and approximately 57 nm SSW of Moscow,
at 55-03-OON 036-55-48E (Attachment 1). The installation is served by
three roads and a helicopter pad.
3. The overall layout of the facility, the associated amenities,
the security identified in the housing and support area, and the
helicopter pad indicate that it is a VIP resort. However, it is not
possible, from photography, to identify the governmental affiliation of
the personnel using the facility. The resort is not as extensive or as
imposing as the resort used by Brezhnev in the vicinity of Zavidovo
northwest of Moscow; nor is it as large or as well laid out as the KGB
dacha area in the vicinity of Zarechye on the southwest edge of Moscow.
4. The security about the housing and support area is well defined,
however, the security around the outer perimeter of the resort cannot be
delineated with any degree of confidence.
5. The housing and support area contains five arbitrarily designated
sub-areas (Attachment 2). Area A contains the main VIP dacha and three
guest dachas. Area B is separately secured and contains six small
probable duplex units. The large vegetable gardens associated with them
and their general appearance suggest that they are probably for occasional
housing for upper-level officials who would not normally be accommodated
in the dacha area. This area also contains a multi-unit dwelling. Areas
C and D contain officer quarters and barracks buildings which probably
house personnel assigned to the facility. Area E contains the support
for the facility and includes a steam/heat plant, a motor pool area,
and several miscellaneous support buildings.

6. The recreation area for the facility contains a large artificial
lake, a boat dock with two boats, a swimming area, a duck blind and a
large wooded area. Trails lead from the VIP area to suspect "hunting
blinds" in the surrounding woods.
7. No high frequency or multichannel antennas were observed, but
this does not preclude the possibility that antennas not normally
observed on photography, such as CATS PAW or whip-type antennas, may be
present. Because of the helocopter pad at the facility, it is presumed
that at least very high frequency communication capabilities exist.
8. No bunker was identified at this resort, indicating that it
probably does not have the secondary function of being an emergency
relocation facility.
