c. In discussing the position of structures and other features,
reference will be made to the front, rear or sides of the major components
in the triad of buildings. In this regard, the front of each major component
is that side facing out from the center of :Moscow. Corresponding sides at
similar Sary Shagan installations will be similarly referred to.
3. MOSCCM SA-I SAM SITE E"33-1
a. Though good photography of this installation was not secured

In addition, the following associations or changes are noted:
(1) Sites E33-1, -5-1 and possibly E05-1 have a group of three
small rectangular structures (note Area E, Attachments 1 and 3), sited approxi-
mately 500 feet to the left of the large rectangular structure, Annotation A.
(2) Sites E33-1 and E24-1 have two small rec+angular structures
with a possible third under construction, forming a "T" configuration approxi-
mately 800 feet to the right of building A. Two probably similar structures
between the available coverage reveals evidence that
progress on site modification was probably paralleling that visible at Site X15-1
and E214--1. Available coverage of Site E05-1 reveals that construction at this
the same relative position with reference to the large rectangular building
annotated A. and to each other.
(4) Evidence of new earth scarring within and near the Herringbone
pattern at all of the Moscow possible AM sites and at a number of other SA-i

(5) Each of the Moscow possible AMA[ sites have revealed building
construction in the housekeeping support area. This construction, consisting
of four or five 200 by 50 foot possibly two story buildings, was phased to begin
prior to commencement of construction of the triad of buildings. The appearance
of the buildings, adjoining roads, and the siting of the structures indicates
they are possibly housing units. At each of the possible AMM sites, four or five

(7) The access road to the building triad area runs in back of
Building A to the vicinity of area D. It then loops down. and back in a wide
radius 180 degree turn, running back to join a cleared area adjacent to the
original Herringbone road between Building C and A. The distance between the
outside edges of these parallel roads is approximately 260 feet. The approxi-
mately 25-foot wide road is possibly concrete surfaced. ~stripp 70 to 100 feet
wide has been cleared for the road, including strip contiguous
Herringbone road section between Building C and A. As can be seen t
1, the road and cleared area forms a distinctive pattern among the possible I4
facilities in the Moscow area.

b. Major components of the four possible AMK facilities at Sary
Shagan are similar, with variations probably the result of system development
and test. The significant differences at Lunch Complex B, Facility C present
the first evidence of a possible launch facility associated directly with the
triad of buildings.
(1) Construction of an oblong, loop shaped road patt
triad of buildings was first detected on photography accomplished in
25X1D Work on the road probably continued through the summer of 1962, with.
KEYHOLE coverage revealing the road essentially as shown on attachments to this
report. Two possible launch points (*) were possibly completed at this time.
(See Annotation J,, Attachment 2). Unidentified objects or activity on and near
the possible launch points has been detected over a period of time, as reported
in the chronologv on Attachment 9. Dimensions of the unidentified shapes are
difficult to determine; however, the following range of measurements is presented
for consideration. The annotation numbers listed are found on Attachment 9.

Attachment 6 is a copy of the photogrammetrists plot and data sheet, delivered
in answer to a specific request for information. The crescent shape of the
shadow at Annotation 1, Attachment 5 could only occur with a dish shape. If
It were ball shaped, acrescent type highlight would result along the top of
the object. The angle between the inclined dish and the flat roof of Building
A results in the circular shaped shade at Annotation 2, Attachment 5.
(4) The shadow of the tower on Building A breaks as It crosses
the roof, indicating a possible raised section, as depicted in Attachment 8.
25X1 D (5) Photography from reveals that the southeast
side of Building A appears to bulge outward slightly. The quality of Mission
25X1 D precluded verification; however-, this feature was again apparent on
25X1 D and is therefore portrayed on Attachment 8 accordingly. This
feature has not been detected on any of the other similar structures at Sary
Shagan or Moscow. It is possible the bulge has been there from the time the
building was erected but available photography will not permit negation or
confirmation.
(6) A loop-shaped road at the intersection of access roads approxi-

(10) Approximately 200 feet to the left of Building A and 400 feet
in front of Building C an unidentified area contains a number of small structures.
This has been an area of activity since construction of buildings in the area
25X1D was first observed. A possible structure could be seen in the area on
photography, with a.possible pipe or cable line running into the area.

side of the area, connecting it with Building A. The area has a low
rectangular structure approximately 90 by 20 feet. Grouped around this
narrow structure are three to six 50 by 20 foot structures. All structures
are low, casting little or no shadow.

Shagan, superimposed over a similarly scaled line drawing of the Kapustin Yar
Herringbone pattern. By lifting the acetate overlay it can be seen that the
Sary Shagan possible launch points correlate very well with two of the launch
prototype Herringbone launch site at Kapustin Yar. Though the curved revetments:
at Moscow SA-1 Herringbone sites are not as prominent, the corresponding launch

a. Probably Positive Correlations
(1) The shape and spacing of the two adjacent possible launch
points at the Sary Shagan facility (Annotation J, Attachment 2) is similar to
the shape and spacing of launch points with curved revetments found on the
northeast of Building C at the Sary Sbagan Installation is approximately
similar to the oblong loop-shaped road north of Building B at the Moscow
installation. Both have very wide radius turns.

(6) New probable housing construction has taken place in the
support areas at both Launch Complex B, Sary Shagan and at Moscow SA-1 SAM
Site E33-1, as it has at the:other possible AUK facilities in the Moscow area.
Approximately 60,000 square feet of possible housing space has been added to the
Moscow BA-1 SAM Site E33-1 housing area, while approximately 39,700 square feet
of probable housing space has been added to the support area at Launch Complex B,
at Sary Shagan. However, there is no marked correlation between the shape or
size of individual buildings involved in this new construction.
(7) The trench running from Building B to area F at Sary Shagan
(Attachment 2) correlates somewhat with a possible trench running from Building
B to an area of unidentified activity at Moscow (Attachment 3).
b. Probably Negative Correlations
(1) Building A at the Moscow facility does not have counterpart
structures to the Sary Shagan structures annotated A-1 and A-2 on Attachment 2.
Structure A-2 at Sexy Shagan is unique in that no other building corresponding
to Building A, at either Moscow or Sary Shagan, has a similarly contiguous
structure. Though all the Sary Shagan facilities of this type have a structure
corresponding to structure At-i, none of the Moscow possible Ali sites have such
a structure.
(2) The position of the oblong, loop-shaped road with reference
to adjacent major structures, is different at the two sites being comtpsred.
(3) The large building annotated A at the Sary Shagan.site
appears to have a modified shape, with the central section of the left side
slightly protruding, probably as shown in Attachment 8. No other corresponding
building at Mosco?or Sary Shagan appears to have this feature.
(4+) Building A at the Moscow site has possibly integral structures
in area D and E, Attachment 1 and 3. Similarly situated structures are not seen
at any of the corresponding Saay Shagan.sites.
(5) The position of new earth scars within the Herringbone pattern
at the Moscow facility, as portrayed in Attachment 3, does not appear to correlate
with activity or significant features at the Sexy Shagan site.

(6) Unidentified activity or objects have been visible at one or
more of the Sary Shagan possible launch points behind Buildings B and C since
(See Attachment 9). No similar features have been visible at the
Moscow facility.
(7) The large possible mound or earth ramped structure in front
of Building A-]. at Sary Shagan has no counterpart at any of the other possible
AMM facilities, at Moscow or Sary Fhagan.

(8) The small rectangular unidentified objects located approxi-
mately 250 feet to the left of Building A and 400 feet in front of Building C
at the Sary Shagan facility have no counterpart at any of the other similar
facilities, either at Moscow or Sary Shagan. The area has been previously
associated with possible construction support activity, however, further
evaluation of the photographic evidence results in a conclusion that the
objects or structures. found in this area are possibly integral to the facility
and will serve a yet.to be defined function.
6. DISCUSSION OF CORRELATIONS
a. The quality of KEYHOLE photography precludes detection of many
possible details at both installations under study. It is possible the Saxy
Shagan ".launch 'points" have features dissimilar from the SA-1 launch points
at Moscow. The Herringbone launch points consist of rectangular, concrete,
sawtooth extensions of the access road, each bounded on the back side by an
oblong prepared area on which possible checkout equipment is sited. These
oblong prepared areas give the launch points their curved shape. This shape
is especially apparent at the:Kapustin Yar prototype Herringbone site. At
Sary Shagan, on the other hand., the entire, configuration may have a concrete
surface.

A high degree of positive correlation exists between the Sary Sbagan
