This memorandum summarizes significant changes in the southeast China area based on interpretation of aerial photography flown between Special interest items include airfields, electronic sites, road transportation,' artillery parks, POL storage areas, flood conditions, mining activity, and cooperative farming. 25X1 D LU-CHIAO AIRFIELD (28?34'N-121?30'E): Photography, dated reveals 60 NIG's in revetments and on the taxiways. One aircraft was noted in the air as it approached the field for a landing. 25X1D HENG-YANG AIRFIELD (26?54'N-112?38'E): On there were 2 single-engine, piston-driven aircraft parked on the airfield. Newly installed runway lights and freshly painted runway markers were in evidence. There appears to be no other rehabilitation of the air- field and it is probable this field is now in limited use as a civil airfield. IF. : , On NAsN-TAI, LUPIG-TIEN, MI -AN, CHING-YANG, MA-C:11ANG, KAO-CHI, LUNG-CHI, CHING-HAI, LIEN-CHING and SHUI-KOU -AIRFIELDS: No significant changes were noted on aerial photographic coverage of these airfields. 25X1 D HUI-AN (25?02' N-ll8?!i8'I:.) : Based on photography, a Token radar set was located at a newly constructed site 7 miles north of Hui-an Airfield. The set was rotating on that date. (GP/I-189, dated 13 June.-L956, describes and locates this site.) IAN-TAI (26?00'N-1l9?l9'E): A Token radar site, located 5.8 miles northeast of the airfield and previously reported in GP/I-176, continues to be unoccupied. Work ms continuing on extending the road past the site and several buildings are being constructed in CHI-NEI to HSING-LIN CAUSE`JAY: An attempt to fill the gap in the causeway, which had been breached by the tide, was underway. SHIPPING: A marine railway has been installed at the dock area located due east of Chin-chiang (24?5b'N-118?35'E) where the road from Chin-chiang terminates at the Lo-yang Chiang. There is a wench house located at one end of the marine railway which is 50' wide and LOO' long. The pier located in this area appears to be in good-"repair. NOr ORN CONTINUED CONTROL 2 SECRET SECRET NOFCRN CONTINUED CONTROL TRUCKS: Aerial photographic coverage, dated reveals the presence of approximately 1110 trucks and open storage supplies near the village of Kuan-kou located S. miles vest of Fu-chow 'an area that (26?O5'N-11.9?l8'E). The trucks and supplies are in appears to be a truck maintenance installation. A motor pool has been set up adjacent to the boat basin in Amoy (21027'N-118?05'E). Approximately 80 trucks are parked in this motor pool. FU-CHOU ARTIL HY PARKSt Three separate artillery parks have been located in the vicinity of Fu-chop. These parks contain a total 25X1D of 19 artillery Pieces. On ten unidentified artill- ery pieces were parked along the road near the village of Hsia yang located 6.7 miles east southeast of Nan-tai Airfield. On the same date 6 artillery pieces were located in a small village 2.2 miles 25X1D vest northwest of the airfield. On three artillery pieces were'-Located in the village of Hsia yang. In each of the barracks areas in and around Fu-chow no artillery pieces were detected. HAI -TAN ISLAND ARTILLERY PARK: A total of 9 artillery pieces were parked near the village of Chien-lou 3.6 miles west of Ping-tan 25X1D (25?3l'N-119?47'E). On three.of these pieces were parked in a"line on a parade ground and 6 weapons were parked on a hardstand along the side of a road. NOES CONTINUED CONTROL 3 SECRET SECRET NOFORN CONTINUED CONTROL bunkers is located 4 miles northwest of Fu-thou. The bunkers have 25X1D a total of a?,rproximately 190 tanks measuring giving a total capacity of 400,000 gallons.. STORAGE: A partially revetted storage area has been constructed 3 miles southeast of Chiao wei (24?32'N-117?54'E). This area was first reported in GP/I-202. The installation consists of approximately 1$ warehouse-type buildings as large as 110' X 30'. The buildings are revetted against the base of the h! 11s in a manner that indicates they are used for POL or explosive storage. DA.NS: On the 2 dams near Hui-an (25?02'N-118048'E) and the dam near Tung-an (24?44'N-111'-'009'3) are near completion. All 3 dams have been equipped with intake towers which are located in the reservoir near the dam. Penstocks run from the intake towers through the face of the dam to the irrigation canals. There was 25X1 D water in the irrigation canal running from the Tung-an Dam on = 25X1D _ No hydroelectric power generating facility has been noted at any of the dams. Nor do transmission poles or lines appear to be present. NOFORN CONTINUED CONTROL 4 SECRET SECRET NOFORN CONTINUED CONTROL 25X1D FLOODING: Aerial p otographic coverage dated shows that the Tung Chian (River) has overflowed is banks. The water has risen to 20 met rs above sea level in most of the area between Shui kou Airfield (3?03'N-.114?35'E) and Hui yang (23?04'N-ll1?24'E). In large sections of Hui-yang the water has risen above he roof tops. The main highway between Shui-kou, Hui yang and Po-lo is flooded out in'several places. On aerial photography revealed that, much of the area along the Mz.n River and west of Fu-chou was flooded. Flooding- in this area was not as extensive as-in Shui-Sou due to dikes and steep-sided valleys along the Min River. iIINING: Extensive mining operations are underway in 2 areas located 15 and 20 miles south of Yu-tu (25?57'N-115?16'E). The area located 20 miles south of Yu-tu is the larger of the 2 operations. This area has a workers barracks area which consists of approximately 50 buildings 100' X 25' plus several Larger buildings. A processing plant is Located just west of the barracks area. The processing plant consists of a number of -Large buildings and a tower. In the mountains just north-of the processing plant surface mining activity appears to be in process. The mines are connected to the processing plant by a road and an aerial cableway. The cableway spans a distance of approximately 2,500 yards. A first class road runs north from this mining activity to a second minim operation. Some large buildings are present at this facility but no aerial cableway is visible. COOPERATIVE FARMING: Evidence of newly instituted cooperative farming areas appeared on aerial photography dated This area is near the village of Yen-tso-iiao located about 17.5 miles east northeast of Ln-feng (22?57'N-il5?38'E). Cooperative fazing appear s to be in practice in an area of 15 square miles and 3s characterized by very large rectangular fields, straight fence lines,, new wide roads, and large new buildings.
