7. Construction Affort and Time Element.
(a) The Amoy Area offers no unusual construe-
tion problems, as it has favorable terrain and soil con-
CU:one.
(b) With the exception of administration,
housing and warehouse facilitieo now on Amoy and Puling-
su, all facilities pertinent to a major fleet base will
have to be constructed. All airfields with their ad-
ministrative and housing requirements will hove to be
built. In order to sup;ly nine airfields including
Air Force personnel, sustain 6000 tone daily to interior
China, and supply an estimated 100,000 defense and staging
troops, it Is necessary to construct a 3,600' dock at
Sungeu, ? 6,400' dock at Othau and a 3,000' dock at Wei.
t'ou. In addition, dolphins for tanker' and pipe lines
should be constructed at Sungsu and Wel-tiou. All roads
with ? good percentage of the bridges In the area have
been destroyed; practically all of theme will have to be
restored. This includes 176 miles of roads within
AEU "j"; the rehabilitation of supply roads including
necessary construction troops to the interior beyond the
Malta of AEU "Je are covered under Section II-E-3.
(c) It la estimated that 33 construction
battalions or their equivalent will be required to
construct necessary facilities including naval bees,
docks, airfields, roads, bivouac areas and do necessary
dredging?in a period of 120 days. A subdivision of
cork is listed below;

(a) Throughout the entire area, sand and stone
can be had In abundance, while some unelsed gravel, brick
and ha. can be obtained to limited quantities. Cement
and timber will nave to be brought In as none Is available
in the area. The only timber available Is that deep in
the mountains, 100 miles from the coast and difficult to
bring out. All construction materials elth this exception
of aggregate, sand and limited quantities of brick and lime
mill have to be brought In. Agricultural resources are
poor; little food for supplemental rations can b. obtained
as the main crops are sweet potatoes and peanuts. ample
eater supply can be obtained from wells and streams, but

1. Foochow.
General
Foochow, a city of 400,000 population, is
located on the kin River approximately 3S miles from the
China Sea. The area adjacent is generally flat with a
few hills, and is surrounded by mountains. It oftene
favorable terrain and a waterway route suitable for con-
structing, operating and supplying air bases and a minor
naval base accommodating small naval craft including PT
hJets and medius-sized cargo ships. This area could be
used In connection with and support of proposed instal-
lations at L;amsa Inlet, which is approximately 90
nautical milee to the north.
(a) Anchorage.
11) anchorage of 14 feet loosted approx-
imately CO miles downstream from Foochow provides ship
anc:.orege, from ehich supplies could be dietributed to
each of the ares activities. Vessel, navigating to and
from the anchorage must have pilots and should move on
high tide because of shifting sande and silting at the
mouth of the river. (Reported 14' over bar at L.W.)
Some dredging in Small areas at the river mouth will
Ii revired to produce a more satisfactory and permanent
approach from the sea. Supplies and equipment imported
fr,as other bases can be traneferred to lighter craft and
trens;orted'to the proposed air bases during early stages
of occupation and until such time as an overland route
ran be provided.
(i) The river from Ne-wei to the west end
of Bente! Island, by way of Foochow, is limited to the
use of shellow draft boats drawing up to 4' of water,
koderate dredging of the several bars ?ithin this
stretch will deepen the cd.nnel to 10', permit the
operetta' of larger craft and facilitate movement of
supplies.
(b) Fleet base.
This area is not suitable for the op-
eretln, of ? major fleet base.
(c) Air Bases.
(1) Certain parte of the terrain on Bantal
Island are suitable for conetructIon of two Val airtime,
eau, with two parallel runways. Approach tones and glide
azole, meet stnderd requirement' and construction could
be eccompilahed within a short time. Although the sites
are of candy, mazy metalled, covered with rice paddles,
there la an abundance of granite, gravel and send in
nearby tine to: WO in surfacing the runways stat taxi-
ea)s. explosives, fuel and other critical materials
? be dispersed in the adjacent hilly ground. Adequate
apace ia available for constmetion of administration,
v...ret!,n and h,Jsing facilities. The distance from
thkso sites t, Sams& Inlet Is approximately ae air
nlles.
(2) A suitable VF airfield site is located
Just mouth and east of Foochow. At this location the
Chinese formerly constructed and operated a fighter field
of two short runways Watch have lance been destroyed and
covered with rice paddies. Two parallel runways could
be constructed from available granite and river gravel.
(d) Supply and bass for Interior China Operation..
The area is not suited to the development
of ? supply base for supply operetions to interior Chins.
(See Section II, LAZA 'D. and Section II-11-3).
(e) Reaches and Landing Areas.
(1) Being ? river port, beaches for the
most part ars non-existent. The river has formed a
delta end bar which meander, to some degree but is
fixed by logs, Sharp Peak and Mau Islands, The North
Channel is the ouetomary ship entrance, the South Chan-
nel being very silted and constantly shifting. Mel-ws,
a village approximately one mile west of Sand Peek Pt.
and north of nand Peak mountain, Is apparently suitable
for a landing. The Jape landed hare on September 27,
1944 in their latest attack on Foochow. Photos will
show the area to the east of Sand Peak Pt. ao shoal
and unsuitable for landing craft. The beach west of
Niuto (6 miles south of Sand Peak Pt.) appears ideal
for ? landing on a rather extensive scale. No good
roads exist from here inland, but foot troops could
move across the country.
(2) The Japanese also landed at Lien
Ch4ang, about lb miles by deitroyed road from Dant.?
(2, miles west of loge Creek). Inasmuch as they oc-
cupied Sharp Peak Island beforehand, their landings
mere carried out without too much difficulty, although
the Chinese garrisons' ashore put up minor recistanos.

(3) Within the river itself, landinga
at jetties and all docks all along the river are
available. In Foochow Itself, pontoons and lending
stages are available. (See Photo.)
(f) lose or Military OCCupation and Defeats,.
(1) Occupations Due to the report of
enemy artillery on the islands in the mouth of the Kin
River, it appears desirable to land north and south of
the river until this artillery can be silenced. Beeches
south at Niuto and north at Lien Chiang appear the moat
feasible landing areas. The enemy strength In the area
es of 28 Oct. Is reported to be 10,000 Jap s and 7,100
puppets. These are probably dispersed over quite ? wide
ere& from Foochow to Lien Chiang.
(2) Defense; Once the enemy Is cleaned
out of the area, the danger of an Inland attack would be
minimized am the only large concentrations of enemy troops
(aside from water reinforcement from Formoss) ere in the
northern area and in Central China. k coasts' land routs
is non-existent, and In order to move troops trots inland
the Japanese would have to capture the inland hIghtmy
system and proceed down the Kin River. The road from
Chien-ou to Foochow is destroyed.

(1) Construction Involves the following
facilities, none of which present any unusual construction
problemst
a. Construction of two (2) 2811 and
one (1) VF airiness' with all
necessary appurtenances.
b. Restoration of approximately
30 miles of destroyed road and
30 miles of new roads.
o. Construction of s minor naval
bass including docks, teak farm,
storage, etc.
O. Dredbing approximately 400,000
cubic yards of material.
(9) It Is estimated that B construction
battalions will require 120 days to complete the facil-
ities listed above.
(A) Holourcto. Ficilltits and Usher.
There is an unlimited supply of hard
granite rock, decomposed granite, river gravel and
sand. Brick and lime in limited quantities can be
produced In the several villages. Cement, timber,
and electric power are not available. All skilled
labor, equipment, supplies, aoceetories and starts's
(except rock, gravel and sand) Bust be imported. A
large supply of common labor Is available from Foochow
and Its environs,

(a) The only railroad in the region Is the
Oheklang-Kiangei Railroad, located in the northerly
portion of the area surveyed. (Ses Drawinge No. P6-3
and 10-4.) Thie road was originally constructed as ?
eihgle-track standard-gauge modern railway connecting
Inu.g-helen (Hangehow--30?-121N, 120?-1Ot6) oral: Ch1ang-
et.a (S83-12!N, 1120-I.1316), a distance of 612 miles!
connecting Hangthow with Shanghai, a dietance of 124
miles; and connecting hangchow with Yin-hi/len (Ningpo),
a distance of approximately 100 miles. The hangchow
leao-e election of the Bangchow-Ningpo line, approximately
hne-half the distance, wee never fully completed.
H-2. RAILWAY REHABILITATION (CHEKIANG-KIANGSI
(b) The railway was constructed to good
standards with 1% maximum grades and a minimum radius
of C20 feet, the sharp curves occuring In the first
30 miles west of Hangchow. The grading, drainage and
brides are of high quality, hrld for the part examined
between Chtu-helsn and Shang-jao, in a remarkably good
atate of preservation.
