1. Action Requested: None; for information only.
2. Background:
a. The General Services Administration (GSA)
is responsible for building maintenance and janitorial
services performed in Government-owned or commercial-
leased buildings occupied by most federal agencies and
by the Central Intelligence Agency (CIA). Therefore, GSA
is, as cited in the President's memo, responsible to advise
(within environmental guidelines) on implementation of any
waste paper recycling program in CIA buildings. GSA has
inaugurated a pilot project with the Environmental Pro-
tection Agency on this program and plans to have a number
of agencies in the Washington area on the program by
1 October 1977. Contact with GSA indicates that CIA is
not scheduled to be incorporated into the program until
sometime in the future.
b. GSA's program, at present, is designed to
recover and recycle high-grade paper only. This creates
a unique situation within CIA because most high-grade paper
use is for classified documents which are required to be

MEMORANDUM FOR THE HEADS OF
EXECUTIVE DEPARTMENTS AND AGENCIES
In my Environmental Message of May 23, 1977, I
indicated my interest in implementing waste paper
recycling programs to the extent practicable, in
all federal buildings by the end of the year.
These programs should be established in keeping
with the guidelines issued by the Environmental
Protection Agency and with the advice of the
General Services Administration and the Environmental
Protection Agency.
