GROZNU HEAT AND POWER PLANT TETS "Komintern"

This memorandum is in answer to a request by 1/EP to identify
and locate a power plant in GROZNYY, USSR, shown in a 1931 ground
photograph. A study was made of all available aerial photography
covering the entire Groznyy area, and the installation was determined
to be the Groznyy Heat and Power Plant TETS, "Koraintern".
The aerial photography covers a period from
during which time the plant had suffered quite extensive
war daara ge .
From 1931-1942 extensive additions had been made to the plant
facilities. These included extension of the main building to almost
twice the original size, construction of a side building, and the
addition of two tall stacks rising from the ground and adjacent to
the new section of the main building.
Despite the extensive alterations it was possible to identify the
plant from objects and layout shown on the ground photo of 1931. The
items used in the identification consisted of:
1. General shape and type of construction of main building.
2. Two fuel tanks adjacent to main building.
3. Tank farm in background.
4. Two buildings in background.
5. Double fence line in foreground.
6. Double smokestacks on old section of plant.
