THIS IS UNEVALUATED INFORMATION
As of September 1951, all craft on waterways connected with the West River were
organized into two groups, military and civil, in order to ensure control of
shipping and effective and speedy handling of ships for military use. The military
group was placed under the West River Special Commissioner's Office, and the civil
group was placed under the Kwangsi Bureau of River Transport.
2, Among the duties of the West River Special Commissioner's Office are:
Organization. and. direction of ferries on the West River and its tributaries*
b. Requisitioning of ships for military purposes.
Control of the movements of shipping, including registration at points of
departure. and arrival.
d. The maintenance of general order.
The organization of so-called Peace and Order Societies on vessels with a
crew of more than 20, and the organization of so-called Foundation Political
Groups aboard craft with a crew of less than 20.
