(FOR KEY SEE REVERSE) 1. In 1953, soviet representatives criticized the quality of-metal ceramic tubes (Metallkeramikroehren) manufactured by the Werk fuer Fernmeldewesen HF, valued at 4,000,000 DME. The Soviet representatives stated that all of the tubes were defective, but the manufacturers replied that only 300,000 DME's worth of the tubes were defective. Negotiations in this matter were conducted with H'lyanov (phonetic spelling )9 the Berlin representative of the Soviet trading agency Tekhnopromimport.,.Fifty of the rejected tubes were returned from Moscow. At the BF plant it was found that 28 of the returned tubes were usable. The HF plant decided to consult the East German Ministry of Domestic and Foreign Trade in the.matter. They produced certificates from various satellite countries testifying that tubes delivered by the HF plant were of good quality. The production of these. tubes was greatly reduced by the HF plant and was to be suspended entirely in the fourth quarter of 1954. 2. 3.5 percent of all radio tubes.'delivered in 1953 were rejected. In 1953, 19500.,000 tubes of the 6-series were delivered to VEB Sachsenwerk Radeberg; of these tubes, 2 percent were rejected. 3. In early 1954, it was learned at the HF plant that all picture tubes manu- factured at the plant developed spots about 10 mm in diameter on the screens after 8 to 10 hours of operat4pn. 6,000 picture tubes stored at the plant were rejected by Soviet acceptance engineers Yeroshenko (phoridtic spelling) who was attached to the HF plant, and Krev)rokov ( phonetic spelling), who was at Sachsenwerk Radeberg. 4. Work in all departments of the HF plant was controlled by a commission of specialists from various nationalized. enterprises. STATE X ARMY NAVY AIR x FBI.
