Early on 31 July 1954, six large Soviet destroyers were sighted northwest
of Pakri (N 59-20, E 24-00), 15 to 16 nautical miles from the coast, pro-
ceeding in line formation on an east-southeasterly course at a speed of
about 15 knots. The distance between individual destroyers was,200 to
300 meters. The first three destroyers of the group, which were apparently
new, looked like Type-15 destroyers. The leader bore the number 21.
The three rear destroyers of the group were of a type similar to the
first three, but had longer narrower stacks and a larger destroyer is-
land, and only the forward mast was a tripod.
