Panama Developments and Prospects (NTE 84-1-76) The Chairman, with the concurrence of the NFIB Principals, approved the subject estimate. 5. Soviet Strategic Objectives (NIE 11-4-76) The Chairman received the advice of the Board on the subject estimate and approved it subject to completion of the following procedure. With the concurrence of the Board, the Chairman agreed to issue one final draft of the main text next week and to permit principals only to add, drop or amend significant footnotes. Once these adjustments have been made, the Chairman will issue the estimate.
