SUBJECT: Memorandum of Appreciation
In connection with( (departure from the ICS Registry, I
would like to express my appreciation for the work he has done for this
office.
As you know, he has been supporting the National HUMINT Collection
System since its inception, in 1979. The system involved a heavy administrative
burden, partly because it was new and involved many new administrative
problems, and partly because it involves considerable volume, with
attendant demands on the Registry in handling correspondence and records.
I Ihelped us a great deal in overcoming our initial "growing
pains" n su sequently, in dealing with our voluminous material. His
positive attitude and helpfulness to our staff--sometimes under trying
circumstances--will be missed.
I ask that you forward this memorandum to his new office.
