Carver and met with Mr. Roscoe (Ross) Starek and Miss Tina Yamamoto to discuss procedures for NIO cooperation with them in their phase of the HSC investigation. In view of their limited knowledge of the Intelligence Community, a considerable amount of time was devoted attempting to educate them on this subject. The DCI's efforts to better coordinate the substantive side of the Community were explained to them along with a view of the DCI's role as the President's senior intelligence advisor. 2. They were quite interested in the reasons for the demise of the Board of National Estimates and the Office of National Estimates and the rationale for the establishment of the National Intelligence Officers. These subjects were discussed at length along with the efforts which the NIOs have initiated to involve all elements of the Community in the production of national intelligence. It was stressed that increased participation by the Community has been advocated to get away from the old complaint that estimative products were the property of CIA rather than the DCI. A breakdown of the geographic and functional areas of responsibilities of the NIOs was provided the staffers. 3. It was agreed that lists of Estimates on the above countries would be prepared for the staffers' review and selection of those which seemed most appropriate for their case studies. 4. The staffers also requested permission to. meet with several NIOs to discuss the production of national intelligence for theJr areas- They specifically wished to meet with Messrs. lley, Mr. Carver noted that is now re :ire an an interview with him mig7Tf not e possible at this time. 5. On 26 August, again met with the HSC staffers and gave them a detailed explanation of how an Estimate is prepared. He also outlined the differences between NI:Es, SNIEs and NIAMs and discussed the relatively new art form of the Interagency Intelligence Memorandum. In both of these sessions, Mr. Starek attempted to divert the discussion into the mechanics of the 40 Committee and preparation and approval for covert action. It was stressed to them that the NIOs are not involved in this process and that any questions on this subject would have to be directed to others who were more knowledgeable on this subject.
