INTELLIGENCE MEMORANDUM
The Dominican Republic Situation Report
(Report: as of 2:00 PM EST)
1. A break may be developing i the current
stalemate. Garcia Godoy has announced that a number
of rebel military officers, excluding Caamano and
pontes Arache, will leave today for overseas assign-
ments. Ambassador Bunker this morning reported he
was "hopeful" that the group would leave for San
Juan either today or tomorrow. In his statement
Garcia Godoy said Caamano and Montes Arache would
also be leaving within a few days. Caamano was
slated to spend yesterday afternoon working out a
formal proposal guaranteeing the security of any rebel
military men left behind. There has been no word of
the outcome of the effort and, whether Caamano will
actually depart still is unclear.
2. The departure of the rebels would not nec-
essarily ensure that a confrontation with the regu-
lar military could be avoided. The armed forces
leaders have said they would "consider" changes in
the high command only if the rebel military leaders--
Caamano and Arache--leave, but in their recent ef-
forts to keep the military united behind them they
have been stressing that no changes will be accepted
until after elections.
3. Santo Domingo was again the scene of dis-
turbances this morning, and press reports stated that
one man was killed and another wounded when police

attempted to disperse a crowd.

at loam EST mobs appeared to be forming
in the downtown area and the pro-Peking Dominican
Popular Movement was agitating for a continuation, of
the general strike. As of this hour it seems doubt-
ful that the walkout will gather additional momentum.
The committee representing leftist organizations
which are behind the strike had reportedly scheduled
a meeting with Caamano in view of the report that
some rebel military will be leaving the country, If
Caamano should leave, it would certainly pull the
rug out from under the strike.
4. Bosch has finally made a Public statement
that the
walkout is a "hasty and untimely measure," The
former president's statement, however, contained
the implication that his position was based on the
provisional regime's carrying through with its in-
tention of removing the military chiefs,
