President Garcia Godoy has informed the US Embassy that six middle level "constitutionalist" of- ficers will leave Santo Domingo this evening and will arrive in San Juan, Puerto Rico, at 10:45 PM. The departure of Caamano and Montes Arache, the major "constitutionalist" military leaders, does-not appear to be imminent since the Provisional Government has now cancelled the reservations they held to fly to Puerto Rico on 12 January. The only remaining "con- stitutionalist" who is scheduled for an overseas as- signment--Mario Pena Taveras--has been granted a temporary delay for personal reasons. 2. The regular military has not et commented officially on this develo ment. The "general" strike, which was scheduled o last through tomorrow, is being cancelled F This is an obvious ace-saving measure by the strike's pro- moters, who have not achieved any of their stated goals--punishment of the regular military, cancella- tion of the reassignment orders of the "constitution- alist" military, and removal of all foreign troops. The strike's promoters may well feel that their cause has been lost with this morning's publication of Garcia Godoy's intention to begin the removal of some of the "constitutionalist" military. 5. While it lasted, the strike was only par- tially effective in the capital and hardly noticeable elsewhere in the country. In Santo Domingo today, several government-controlled industries and govern- ment offices closed down, either because their em- ployees officially joined the strike or had stayed home to avoid trouble. Workers were expected to leave their jobs early today as reports of disturbances spread. 6. Sporadic demonstrations, violence, and shoot- ing were reported from Santo Domingo. As has become customary, small groups congregated at different points in the city, burning tires, throwing garbage, disrupt- ing traffic, and firing at military personnel and police. One, and possibly two, Dominicans were killed by US members of the IAPF. So far, extremists have not at- tempted to capitalize on shooting incidents involving US personnel in order to stir anti-US feelings.
