Approved For Release 2 R OCT' No. 0476/66 25X1 CENTRAL INTELLIGENCE AGENCY Office of Current Intelligence, 13 February 1966 INTELLIGENCE MEMORANDUM The Dominican Republic Situation Report (As of 7:45 PM, EST) 1. Further disorders broke out in Santo Domingo last night and police chief Morillo was forced to call for assistance from the Inter-American Peace Force (IAPF) before order was restored late last night. The top commanders of the IAPF have now worked out a system for immediately sending IAPF re- action units to support the Dominican police when trouble develops. 2. The strike committee informed President Garcia Godoy on 12 February that the strike would be continued and "broadened" until the armed forces chiefs are removed and police responsible for shoot- ing at the national palace are punished. Navy chief Emilio Jimenez was also among those military leaders who must be removed. This is the first instance in which Captain Jiminez' ouster has been mentioned. In fact, Jimenez was Garcia Godoy's choice to replace Rivera as minister of defense until early February. In a press conference only the day before, Garcia Godoy stated that Jiminez would retain command of the navy. 3. Former President Juan Bosch called for a continuation of the strike this afternoon in a radio message. He reiterated that the purposes of the strike remain those of obtaining military obedience to civil authority and for the punishment of those responsible for the shooting of student demonstrators on 9 February. He stated that the departure of only former Defense Chief Rivera was not enough and although he did not mention names, Bosch clearly implied that the chiefs of staff of the army and air force, Generals Martinez Arana and de los Santos, must go. Garcia Godoy also met a group representing student organizations yesterday. Following the meeting, the President expressed the fear to Ambassa- dor Bunker that the students intend to stage wide- spread disorders beginning Monday. 5. Ambassador Bunker and other US officials have suggested to Garcia Godoy that he go on radio and television to explain to the nation the serious damage to the national economy if the strike is prolonged. The President, however, cancelled the speech scheduled for last night and is noncommittal about his future plans in this regard. 6. Following the departure of Rivera on 11 February, Garcia Godoy told .Ambassador. Bunker that normal conditions would return if Generals Martinez Arana and de los Santos were removed. In the same conversation, however, the President said that he was fearful that former rebel leader Caamano might return from London once it became clear that the generals would not be leaving the country. 7. Despite Garcia Godoy's promise not to make any additional military command changes, he is ap- parently considering an attempt to have the generals leave voluntarily as a result of "suggestions and persuasion." Ambassador Bunker has reported that if the President continues this kind of tactic, nothing but more trouble can be anticipated. 8. According to press reports the strike com- mittee headed by Miguel Soto, a Dominican Revolution- ary Party labor official, has called for a reopening of the Dominican case at the United Nations. The committee has requested support from a number of Latin American governments and a Reuters article from Montevideo states that the Uruguayan Foreign Ministry is preparing a statement to U Thant request- ing UN intervention, which will be discussed by the National Government Council at next Thursday's meet- ing. -2- SECRET Approved For Release 2007/03/06 : CIA-RDP79T00826A000100010075-2
