1. This memorandum is concerned with the procurement of
improved System IX equipments and the development of special
defensive equipments. It is also concerned with funding and
contractual requirements.

2. In compliance with paragraph 5 of Reference A, the
Communications Staff, OSA, is assuming responsibility for as-
certaining questionable capabilities of the present System IX,
and taking the required action to update the system.
3. In response to Reference B, a query from the Air Force
for upgraded equipments for FOG aircraft, preliminary cost and
availability investigations were made as outlined in Reference C.
The possibility, and desirability, of an Air Force-Agency
coordinated procurement and test program is suggested. This
possibility will be followed through.
4. As outlined in Reference A, a decision has been made
to upgrade the A e Syste uipments. The original
