MEMORANDUM FOR: DEPUTY DIRECTOR
This is the first of two actions planned in con-
nection with the Hays bill, Foreign Service Act
Amendments. The first is a formal stand by the
Agency supporting two benefits in the bill of genera
applicability to all Federal agencies and has been
informally cleared through BOB, State, and the
Committee staff. The second is to seek retro-
activity of one of the benefits to cover our
employees injured in the Saigon bombing. We do
not plan to handle this item through BOB as
explained in the approval memorandum.
