14. Talked to Mr. Donald Henderson, Senate
Foreign Relations Committee staff, regarding the Committee's critical
scrutiny of nominees for FSO, FSR and FSS appointments. Henderson
said he had no reason to believe that this was aimed specifically at the
I 25X1
He has the impression a the
current flurry of concern over these appointments stems from Senator
Thurmond's complaints about Helmut Sonnenfeldt's appointment as an
FSO-1, and the concern of some of the other senators over constituents
who aspire to appointment or promotion in the Foreign Service system.
