6. (Confidential - JGO) Met with Mr. Ralph Preston, House
Appropriations Committee staff, who told me that he will try to schedule
a visit to the Agency and possible luncheon with Messrs. Steininger and
Proctor at the earliest possible date. He will not know until the first of
the week whether he will be able to do it during the coming week. Preston
told me that he does not see how he can schedule any further hearings on
the community budget. He feels that he will have to take the information
he has in hand and go to markup without further hearings from Defense
components.
7. (Confidential - GLC) J. Sourwine, Chief Counsel, Senate Internal
Security Subcommittee, called with reference to the testimony of Alfred
McCoy before Senator Proxmire's Foreign Operations Subcommittee, Appro-
priations Committee. Sourwine was aware of the allegations McCoy is making
in his testimony today and said if there was anything the Subcommittee could
do that would be helpful either to the Agency, to the Subcommittee, or both
in setting the record straight on this subject, he would be happy to cooperate
with us. In this connection he mentioned the study which is being conducted
by the Subcommittee's task force which is being headed by General Lou Walt
and. presently traveling around the world looking into the drug problem.
Sourwine also noted Jack Anderson had mentioned there were eight CIA
reports on this subject which might or might not be accurate. He said if
these reports or any other information could be made public through the
task force they would be happy to cooperate. I told Sourwine I would look
into this.

g. Talked with Colonel George Dalferes, Djepui i
Assistant to the Secretary of Defense (Legislative Affairs), and subsequgntly
sent to Assistant Secretary Rady Johnson the backup material we had prepared
for Senator McGee's information at the McCoy hearing this afternoon. IItold
Johnson that since McGee had not used this material DOD might find it useful
in preparing Secretary Laird's response to these charges when he appears 25X1
before Proxmire's Subcommittee on Monday.
9.1 At lunch today I talked with Bill Woodruff, Count 41
Senate Appropriations Committee, about our intention to give Ralph Preston,
House Appropriations Committee staff, a thorough briefing on the sensitive
Woodruff thought this would be highly desirable, comme
that if Preston had difficulty with this program it could present a real problem.
Woodruff said he had provided Preston with all of his background files on the
program in an effort to bring him up to speed.
10. (Secret - JMM) Mr. Cary and I met with Senator Gale McGee and
explained to him our problems with allegations of Alfred McCoy regarding the
drug traffic in Southeast Asia. McGee was very helpful and promised to appear
this afternoon to look out for our interests. He put us in touch with Maurice
Pujol;, of the Foreign Operations Subcommittee staff of Senate Appropriations.
We prepared material for Senator McGee's use at the hearing. See Memo for
Record.
