I am pleased to forward the analytical paper you requested on Soviet activities in Africa. Your questions and concerns about the Soviets in Africa are addressed in the overview XL4e clip. You need read no more of this paper than that summary. 2. In preparing the paper, however, we saw an opportunity to serve the entire policy community as well as the senior policymakers by providing a detailed accounting of Soviet political activity and economic and military assistance in Africa, their own military activities based in Africa, and their objectives in the area. Thus, this paper will serve as a useful reference document for a large number of policymakers and their senior staff as the Administration considers its own policy with respect to the Soviets in Africa. To assist in this deliberative process, we have for the first time included a specific section -- both in the key judgments and in the body of the paper -- setting forth the implications for the US and what we believe to be key Soviet vulnerabilities in Africa subject to exploitation by the United States. II 3. In addition to the normal wide distribution the paper will receive, I recommend that you sign the attached notes of transmittal to the other members of the National Security Council, calling their attention to the key judgments of the paper and especially the section on Soviet vulnerabilities.
