Support for Sinai Peace-keeping'Force
FBIS has been asked to provide special services to the Sinai
peace-keeping force. Ex-ambassador Douglas Heck, now a State Department
consultant on setting up the force, contacted FBIS in regard to supplying
materials to the Director-General of the force and the military commander
in the Sinai. The Director-General's headquarters, now in Washington,
will be permanently located somewhere in Europe. Most likely FBIS
support will take two forms: wirefiled materials direct~rom FBIS
field bureaus, and hard-copy reports from Headquarters.
Radio Marti
FBIS is continuing to supply information of various kinds in support
of activities connected with the establishment of the anti-Castro
transmitter Radio Marti, recent session of the House Committee
attended by the Agency's , a question was raised concerning 25X1
the extent of possible interference by Radio Marti on neighboring
countries other than Cuba. The Committee asked for a written 25X1
response on this. To assist him, FBIS provided information on what
stations are on the proposed Marti frequency of 1040 kHz. This involved
actual confirmation of information by the Key West and Panama bureaus,
which identified nine stations (from Colombia, Central America, and Haiti)
on or near that frequency. There were o weaker stations on the same
frequency that could not be identified. 25X1
Inspection of Far East Bureaus
The Deputy Director, FBIS conducted a management inspection of the
FBIS bureaus in the Far East during the 5-21 March period. In addition
to reviewing various problems of the Seoul, Okinawa, Hong Kong, and
Bangkok bureaus, he met with Ambassadors Walker (Seoul) and Dean (Bangkok)
and Consuls General Str us Naha) and Levin (Hong Kong), as well as
other U.S. embassy, and military officers. Plans for building 25X1
a new Chancery in Seoul, which was to include FBIS, have been shelved
for the time being by Ambassador Walker, and there is now some question
as to whether a new Chancery in Bangkok will in fact be constructed.
In Okinawa, the Department of Defense is building up its facilities,

which will have a positive, indirect effect on the FBIS situation.
Aside from problems connected with foreign national wage classification
and compensation, which FBIS is solving in cooperation with the Office
of Personnel, FBIS bureaus in the Far East are in good shape, producing
at a high level, have high morale, and are receiving solid support from
U.S. agencies and host governments. U.S. embassies and other American
missions rely extensively on FBIS material in their own efforts. F7
Seminar on Soviet Politics and Media
A one-day conference on "Soviet Politics and the Media," sponsored
jointly by the FBIS Analysis Group and the Center for the Study of
Intelligence, will be held 8 April at the Rosslyn Hyatt House. The
conferees will discuss issues relating to the interpretation of media
sources in analysis of Soviet foreign policy and leadership politics.
Participants will include scholars from Brookings, RAND, State De artment,
and DoD, as well as Soviet-affairs analysts from SOVA and FBIS. 25X1
E1E Planning
FBIS bureaus periodically review their planning for emergency
evacuation, usually in the context of Embassy and Station planning. The
FBIS bureau chief in Bahrain reported recently that E$E procedures have
been reviewed and updated with the Embassy and the U.S. Navy facility
in Bahrain; all FBIS Americans and TCN's and dependents are included in
the evacuation plan. This planning took place in the wake of an Iranian
coup attempt in Bahrain in December. n
