The FRC role has diminished as a result of your emphasis on less federal intervention in the affairs of State and local governments through the use of block grants and deregulatory initiatives. Agencies now indicate that they can communicate and coordinate on their own more efficiently than through an elaborate field structure such as the FRC system. For much the same reason, the White House approach to intergovernmental issues has been to work directly through the agencies. RECOMMENDATION The Cabinet Council on Management and Administration unanimously concurred in the OMB/White House/Agency recommendation that the FRC system be abolished. I believe such a decision should be announced as part of the Administration's continuing drive to eliminate and reduce unnecessary federal structures that no longer serve a productive purpose. Approval of this recommendation will require rescission of the current Executive Order.
