Medal to DCI Bush
To confirm our informal notification, the President has approved
the award of the National Security Medal to Director Bush a.nd
wishes to make the presentation at a mutually convenient time
during the week of Ja.nua ry 10.
I enclose the approved citation. Will you please forward the Medal
and the accompanying certificate to me. Also will you please give
me an indication of any guests Mr. Bush might wish to have if the
circumstances of the presentation are such that guests may be
included.

1. There Is hereby established a medal to be known as the \ational ~ccarity
~Sedal with acci~ml~ancing riLhons and appurtenances. The medal and its ap-
purtenances shall be of aI~propriate desia-n, al'Pro:ed LS the E~ecctice Secretary
of the \ational Security Council
?. The \ational Secwity ~tednl may be a:Tarded to any , e: son, witilouf regard
to nationality, including members of the armed forces of the United S[ntes, for
distinguished achieTCUtent or outstanding contribution on or after Suly ^_G, 1917,
in th? field of intelligence relating to the nntiorai security.

of the United States or, under regulations aPproced by kiln, by such person or

Pursuant to Paragraph ? of Esecutire Order 10=31, the following regulations
are hereby issued to govern the ward of the \ntioaal Security .~Sedal:
1. The \ational Security Medal may be awarded to any person without regard
to nationality, including a ]nelnber of the armed Forces of the United States,
wbo, on or after 2G July 7917, has made an outstanding contribution to the
rational intelligence effort. This cm;tributian may consist oP either esce;?tioa-
ni1S roeritoriota ~ercice performed in a S~osition of hi^_h responsibility o.- of an
act of valor re~luiring personal ceura~e of a high debrze ::nd complete dis:?eDard
of personal snf~ty.
?. The ~ntional Security :+Iednl kith accompanying ril?bon and appurtenances,
shall be of appropriate design to be approved by the Esc~cutice Secretary of tae
rational Security Council.
3. The rntionn] Security l~iedal shall be a~~?arded only by the President or his
designee for that purpose. ~-
4. I:eco}nlnentiations ]nay be submitted to the Esecutice Secretary of the
rational Security Council by any indicidunl hating personal knowledge of the
facts oP the exceptionally meritorious conduct or act cf cslor of the candidate in
the performance of outstanding se]-cices, either as an e)e:citness or iro:u the
testiuony of others who ):a~'e personal knowledge or :ccre eyewitnesses. Any
recommendations shall be accompanied by complete documentation, including
?There necessary, certificates, a~dnt?its or sworn transcripts of testimony. Etch
recommendation for an award shall chow the enact stains, at the ti?e of the
rendition of the service on which the recomu/endation is based, with respect to
citizenship, employment, and all other material factors, of the person wL?o is
being recomr.;enued for the \ational Security ~Icdal.
5. Each recommendation shall contain a draft of an appropriate citation to
accompany the award of the ?\ational Security 3fedal.
