1. The Minutes of the March R&D Subcommittee meeting were read
and approved, as amended
2. Mr. Paul Von Stein reported that the Army Environmental
Health Agency has finally decided to undertake the chemical analysis
necessary to approve the microfiche melting process. They will
analyze the three types proposed and will then report whether or not
the information given by the manufacturers is accurate and
sufficient to convince EPA. Mr. Von Stein again recommended that
the document protection program be canceled.

Subcommittee vugraphs for the SECOM. There are only two such
vugraphs, and they are available for any member who is interested in
looking at them.

function in addition to initiating projects that support the TSCS
and other groups. The Subcommittee is also responsible for
exchanging information among the various member organizations about
the latest technical advances. In order to fulfill this function,
members are being asked to give presentations at future meetings on
various programs and technical subjects of interest to the other R&D
Subcommittee members. We would like to have one presentation at
each meeting, and each agency and working group should plan to give
at least one presentation. These presentations would be an 25X1
efficient use of the time available at our Subcommittee meetings.
We need first-rate presentations that will give people a more
of the Office of Research and Development l:is~scheduled to
give
first presentation later in this meeting. Mr. Soleau said that twe
welcome opinions and comments on the Risinger presentation.
6. Captain Baxley asked if it was acceptable to bring external
contractors to these presentations, said that he saw no 25X1
objection to that. However, the contractors might not be able to
attend the entire meeting.

objective of the project is to find a method for detecting
clandestine laser communications links possibly being used by the

methods that have been suggested for solving it. He also discussed
the possibility that it might be more effective to harden buildings
than to find a means of detecting a laser beam since technology
already exists for the former option. The result of this project
will be a proof-of-concept demonstration with laboratory hardware.
8. In describing the mechanism employed by SECOM for the
transfer of funds, Mr. Petit said that SECOM has requested D/ICS
approval of the projects, providing a descriptive paragraph on each
individual project. Upon approval by the D/ICS, a letter of
authorization is sent to the Executive Agents, who may spend against
the budgeted amount.

9. said he understood that the justification for
the ini la outlay o ECOM money was that the funds were to be used
for new starts or to accelerate a program by putting more money into
it. He wanted to know if the money was still primarily seed money.
Mr. Petit said that the size of the budget usually limits it to
this. An exception is requisitions in support of activities of
common interest and common concern, such as the physical security
seminars or the Armor and Protective Systems Working Group's annual
tests. These requests are nominated by subcommittees, along with
R&D requests for SECOM approval. In some cases, SECOM R&D funds are
piggyback efforts or changes of scope to existing contracts
sponsored by individual agencies. Mr. Petit said they had hoped to
do that with development of standards for the destruction of
magnetic media, but it turned out that this project was already
funded this year and no significant changes of scope could be
envisioned this year. said that one-sided imaging
was a perennial concern. Although there are current efforts, the
SECOM $100,000 could stimulate a Moscow effort to give us an answer
sooner or to expand the scope of the program. He noted that in
Moscow they now have to deal with finished offices, whereas the
earlier effort dealt with the unfinished embassy building.
One-sided wall viewing, therefore, is important because, among its
other attributes, it is "non-destructive."
10. Mr. Petit mentioned the state-of-the-art polygraph program
as another example. ORD already funds one program, but SECOM funds
will support another contractor's efforts to look at a new
measurement technique. We will know how our projects fare when the
individual approvals are returned.

12. Mr. Petit reported that a new effort had started two days
ago. The IR&DC issued a survey report on intelligence R&D. They
felt that this study should be supported, so they set up working
groups to further some of the recommendations. The Technology
Advisory Forum (TAF) will take candidate projects from various
agencies in the security field and see if they can push the projects
forward to the attention of those who have the power to authorize
R&D funds. They also plan to investigate what is going on in the
field. One recommendation of the IR&DC report was to use the SECOM
ranking list as a start for priority project selection. Mr. Petit
promised to keep the R&D Subcommittee informed about TAF
activities. The TAF chairman said they should remain flexible and
back off from duplicative efforts. TAF plans to have only two or
three topics at a time on the agenda and pursue them to the point
where it can decide whether or not the problem can be solved or
whether the TAF can exert a meaningful influence on the outcome of
the project.
