1. Argentina to su rt US in General Assembly--The Argentine Delegate
to the UN has told Austin that Peron had instructed him to give the US
full political support in the General Assembly either openly or by keep-
ing silent and voting with the US.
EUROPE
2. HUNGARY: Soviet control of US oil properties--According to US Dele-
gate ACC Budapest, the Soviet officer in charge of the US-owned Maort
Oil Company recently has declared that the Soviets "expected to remain
on these properties five years longer," The Delegate suggests careful
study of the draft treaty to ascertain whether it authorizes such unilateral
action by the Soviets.
FAR EAST
3. JAPAN: SCAP opposes FEC review of Japanese constitution--General
MacArthur has objected strongly to the FEC proposal of 31 October that
?r^r' the policy decision requiring a review of the new constitution by the Com-
mission be communicated to the Japanese in the near future. MacArthur
insists that such action would only convince the Japanese that their govern-
ment is actually directed by Allied force.
4. N.E.I.: Prospects for settlement- ~-Consul General Batavia expects that
a crucial point u ch-Indonesian relations may be reached when the
British turn Padang over to the Dutch about 7 November. He expresses
pessimism regarding the prospects for a Dutch-Indonesian political settle-
ment in view of the existence of irregular groups in Java and Sumatra that
do not desire peace, but points to hopeful indications, in (a) establishment
of a joint civil affairs committee and (b) Dutch reoccupation of Depenzorg
and Palembang without incidents.
THE AMERICAS
5. CHILE: Communists demand pro-Soviet foreign policy--The retiring For-
eign Minister has told Bowers that the Communists are demanding that
Chile's foreign policy be made to conform to Soviet policy, but implied
that such a "fantastic" demand only makes certain an early break between
the new President, Gonzalez Videla, and the Communists.
