The Board reviewed the minutes of the meeting of 7 January 1971 and approved them as presented. 2. The Board considered the cases of 9 employees who had been nomi- nated for designation as participants in the System, 6 requests for voluntary retirement and one recommendation for involuntary retirement. The Board took action as follows: a. Recommended designation as a participant of the following named employee who has completed more than 15 years of Agency service: b. Recommended approval of the recommendation for involuntary retirement, on the date shown below, for the following participant: 4. The next case was the nomination of for participa- tion in the CIARDS based partially on domestic qualifying service. has completed 36 months and 9 days of verified overseas service. stated that, if approved for participation, he would retire effective 30 April 1971. (stated that from June 1954 uitil January 1957 he In discussing this case the Board noted that) needed approximately 24 months of domestic qualifying service and that the entire time involved in the period for which he was claiming domestic service was only 32 months, of which he stated he was involved in covert training about one-half of the time. Based on information contained in fitness reports for this period, his memoranda and the information given to the Board by the Chief, Technical Services Division at an earlier meeting, the Board concluded that 25X1 had not performed the required 24 months of domestic qualifying service. Prior to arriving at a final decision in this case the Board requested that C/TSD be asked if he could give any further details which would have any bearing on the case. The Support Officer for TSD, was asked by the Board Secretary if there was any further information 25X1 to be provided by TSD or if memorandum was to stand on its own. The response confirmed that nothing further would be forthcoming on the 25X1 coming, they concluded that had not performed sufficient periods of domestic service, which were creditable under any of the provisions of HR 20-50 b.(11), which when added to his overseas service would total 60 months. The Board recommended that, under these circumstances, 0 25X1 NOT be approved for participation in the CIARDS based partially on domestic qualifying service. 25X1 5. The Board next considered the nomination of 25X1 for participation in the CIARDS based partially on domestic qualifying service. has completed 32 months and 29 days of verified over- seas service. The Board, therefore, recommended that partially on domestic qualifying service. NOT be approved for participation in the CIARDS based advancement. The DD/S concurred in the recommendation of D/Fin that request be disapproved. 6. requested that his retirement under CIARDS, scheduled for 31 October 1971, be deferred until 31 October 1973 for com- passionate reasons, has four children, who range in age from 14 to 18, and at the time of his scheduled retirement two will be in college and two in high school. He stated that during this period he will be at the peak of his financial need, and a deferment would not only continue his present income for these peak years but would also serve to increase his retirement annuity. He further stated that in any event he will need to continue to work and would hope to secure employment that would enable him to supplement his retirement income to equal his present salary. He indicated that based on feelers to local branches of American companies in 0 and 25X1 correspondence with companies advertising in international newspapers the prospects of securing the type of the type of employment he is seeking do not appear too promising. The Director of Finance stated that he cannot recommend approval of this request. D/Fin concluded that he must take this position in view of the reduction in personnel ceiling the office of Finance will undergo this fiscal year and the need to provide incentive and opportunity for professional growth for younger officers who deserve an opportunity for 25X1 In discussing this case the Board noted that financial obligations for the education of his children will be present for another six years and that he bases his request solely on this obligation. Since the financial obligation for the education of an employee's children had not in the past been accepted as a basis for granting a deferment, the Board could find no other financial hardship in this case and, in view of the fact that D/Fin has not concurred on the basis of a need for service, recommended that the request not be approved. The Board did, however, re- 25X1 commend that be granted a deferment until 31 December 1971, which will allow him a six-month period after his return from F____~ to secure 25X1 other employment. 7. The Director of Logistics requested that be granted a deferment of retirement until 31 January 1972 based on a need 25X1 for his services, is currently scheduled to retire under the 25X1 CS Retirement System on 31 July 1971, at age 60. D/L stated that is an exceptional employee with a unique and long knowledge of the Headquarters Building utilities system, and this knowledge can be of significant importance to the Office of Logistics during the forthcoming utilities study and expansion 25X1 of the powerhouse. Without the services of , barring the unlikely prospect of obtaining a qualified heating, ventilating and air conditioning engineer from another career service, OL will be forced to rely on outside recruitment. The DD/S concurred in this request. The Board recommended that 25X1 be granted a deferment of his retirement until 31 January 1972, for opera- tional reasons. 8. The final case considered by the Board was the nomination of for participation in the CIARDS based partially on domestic qualifying service. has completed 28 months and 11 days of verified overseas service. During the period from 1961 through 1965 , in 25X1 addition to functioning as a senior instructor responsible for conducting training in for Career Trainees, was fully engaged with the Program. His duties as instructor with this pro- gram required strict attention to procedures and details to insure that training exercises, the instructor was confronted with a language barrier since all communications were accomplished through indigenous personnel who generally were neither trained interpreters nor were then, in most cases, familiar with the technical, tactical or mechanical aspects of subjects being presented. During the periods of training conducted in the field, it was essential that trainees be under continuous observation and control by instructors, which required the instructor to spend considerable time in the field where he was required, in many cases, to function as an actual team member thus becoming exposed to additional hazards. The Director of Training and the DD/S agreed that these activities pre- sented extreme personal hazards and exceptional stresses, and recommended 25X1 approval. who wa.s supervisor during most 025X1 this period, appeared before the Board and affirmed this period was25X1 engaged on a continual basis in the training and other duties involved with 25X1 25X1 the program.
