In this manner the DWV constitutes the free domestic economy of East Germany. As already mentioned,, the DWY operates under the guidance of the Central Committee of the SED and is in no way subordinate or responsible to the Ministry for Foreign and Domestic Trade. The EWV handles predominantly export matters which are to be carried out within the framework of the >aconomic Plane as well as special matters for certain products within the framework of the Plan. In order to obtain the desired currency accounts,, the DKV exports mainly high quality (hochprozentig) fertilizers, sugar and 00polygraphic18 machines. The DWV exports only ammonium sulphate to China- nartly via in Moscow. Fertilizers are also exported by the DW d The DWV handles only exportsp imports are handled by the pertinent DIA department, I xamples The Leuna Werke produces products over and above its planned quotas; the DWV sells these products for the Leuna ffarke, accepts the currency and buys other products- these then are brought in through the competent DIA impart department. 6o Transport companies, with and through whom the DWV works, ares 7 In all of the business transactions of the DWV9 there does not seem to be any indication of an increase in the armament of East Germany, in contrast to the year 1952 when lead from Yugoslavia was imported via Tangier and seamless Mannes- mann pipe was brought into Wismar or Rostock' 6. These transactions are always unofficial ones involving trade hnmania9 or one of the other Eastern satell.ites9 often acts as a middleman. 9. Chemiepha, G.m.b.H. Berlin W8, Kronenstrasse 33 This company also does business with special emphasis on the products and needs of USIA companies Chemiepha works closely with A.K. Kurtko in this. In addition,, emiep a conducts busi- ness with the Leuna and Buna works, This however takes second place as to importance or priority.
