(LISTED BELOW) SUPPLEMENT TO REPORT NO. THIS IS UNEVALUATED INFORMATION The Yugoslav Government is making extensive use of "volunteer" work brigades in carrying out the Five Year Plan. Brigades are employed in all types of work, including priority projects currently behind schedules 2. Because of the vulnerability of the brigades, the Cominform is en- deavoring to place at least one man in every formation. These agents are responsible for: a. Reporting on brigade activities and personalities, especially those unsympathetic to the government. b. 17here cirected, to instigate slowdown tactics and sabotage, 3. Agents in the brigades report to "centers of clandestine Cominform cells of work brigades". Each Federal Republic allegedly has four such centers, in every case directed by a leader of Yugoslav nationality who is responsible for collecting and compiling information from each brigade. On oasis of the information, cell leaders issue instructions on specific targets and directions for sabotage to brigade agents. ii.. Agents always maintain a pro-Tito cover. They become friendly with less enthusiastic members, lend..them money, gradually build up a hatred of the regime, and eventually provide subversive literature. If the individual is interested, he is considered as an active collaborator and is reported to the cell center. If he is not receptive, -the Cominform agent" t reports him to the brigade captain as "Cominformist"- Thus the agent. wins*the trust of the captain and continues to organize with maximum, security, Though the system is hazardous, success to date apparently warrants continuance. In addition to low level agents, Cominfornists use special agents on directive and administrative levels of more important industries. These are usually professionals, such as engineers, architects and technicians who can cause considerable damage even without the use of explosives. Agents are well paid, and usually receive from twenty to thirty thousand dinars monthly, as well as bonuses, according to the task accomplished. 6.
