17. In a memo of 7 October 1953 (reference a) 0/NE asked the D/S
for. his recommendation on the -security aspects of distributing portions
of the NM to the Senior Representatives. This distribution had been
requested.-by DD/P !in a memo of 3 September 1953 and was as follows!

the then DAD/I had authorised the distribution to General Trusaott of
-one copy of the KID for-the use of Ambassador Bohlen, then on his way
toMosoow.

2.. On 21 October 1953 (Reference b),' the D/S, after pointing
out the extremely sensitive nature of the NID, reoan-ended that "from
the standpoint of security...the NJD receive no distribution overe,as."
The D/3 suggested ,that in order to comply with the DD/P request" ... the
NID be available for examination and review within this country when
25X1A I I"be instructed to either return the oopy of the NID to Head-
quarters or to dr+stroy it by burning."
3. On 26 October 1953, In a second msmorandas 0/NE pointed out
that certain posts abroad are, as looalities,

Headquarters. D/S was asked whether he aradt_taken these factors.into
consideration.
4- On 3 November l95, the D/S informed 0/NE that "the physical
locations of the variouq SR's was not a deciding factor in the recom-
mendations of this office." He reiterated his earlier reoasarndationse'
5. I feel that the NID is of great potential value to the SR's.
Furthermore, I do not feel that the security ris'ke are great enough
to bar the distribution. It is my opinion that there is little
feasibility in the 0/S roccmmendation that the Is read the KID
during their visits to this country.. The'SR's v it this country only
once every 6-12 months and their staffs genera only once every two
years.
