MEMO FOR THE RECORD OF TEE CLARK COMUTTEE
1030 - 1230 - County Fair - R & S
During this period - stated to me that he did not feel
that the various offices visited were opening up enough on logical
problems which obviously should confront those therein ever a period
of exposure. As he put it, this Would be a wonderful opportunity to
make recommendations which the Hoover Committee might well be able
to back in the interest of more efficient operations in the future.
I personally do not suseribe to this theory and strongly recommend
that we go on as we have in the past, merely showing them our various
responsibilities but not airing any family problems for them to juggle.

the publications produced by the Agency the Commission would arbitrarily
choose a half dozen or more and trace them to their ultimate consumers
in the attempt to determine whether or not said publications were of
value to the consumers or merely, as he put it, "The frosting on the
cake".

informed me that with the NSCID Regulations as a starting
point, they would look into Agency directives and determine how they
supported the original authority,
as interested in how much editing of substantive
material was done and how much freedom of thought was ,allowed the original
author of a paper or a statement.

publications of Central Intelligence rather than allowing unrelated IAC
members to publish their individual thoughts.
