General
Since death of Stalin and power takeover by Malenkov & Co. - a
committee form of government. Kremlin policy is to step up covert
subversive operations and to play down belligerent warlike operations.
This decision based on success of these tactics and because it
permits stressing the "peaceful" attitude of the Soviet Union and
develops the Neutralist Movement in Europe and Asia particularly.
Neutralist policy airs particularly to split the Socialist parties
throughout the world and create a left-wing party as a bridge to
popular front governments and eventually to Soviet control of free
countries. This development particularly apparent in Italy (Nenni),
Indonesia, Burma and Japan.
The countries of the free world which are most irmuediately
threatened by Communist subversion are the following:
In Europe - Italy, France, plus a strong play through devious
channels-for the Socialist Party of Germany. Also drive by Kremlin to
improve relations with Tito.
Southeast Asia - Southern Viet Nan (Laos, Cambodia) and Indonesia.
India and Japan also major targets but in neither case is the
threat immediate. Nonetheless dangerous, particularly in Japan.
Middle East is still a danger spot. (
