1. On 19 July, the Chairman of.the D1)A R&D Panel
met with the>DDA, ADDA, C/DDA/M5 and DD/Security. This
meeting was primarily an introductory affair for the DDA
and to infor al brief him on the reasons for establishing
this panel.
2. The basic underlying reason is the perceived lack
of success in securing funding and timely responses from
the DDSFT on R&D matters. It is hoped that this panel,
will alleviate some of the shortcomings at present through
direct ne otiations with the DDS$T Planning and Resources
Staff.
3. The DDA was fully supportive of this panel and
agreed that-the panel should act on his behalf for R&D
matters with little or no direct oversight. The panel is
also to effect the priority rankings for DDA inputs to the
DDS$T Planning Cycl forward only when unresolvable
differences occur.
