THE DIRECTOR OF CENTRAL INTELLIGENCE Deputy for National Intelligence 21 October 1977 Dear Mr. Chairman: The Senate Select Committee on Intelligence study entitled "U.S. Intelligence Analysis and the Oil Issue, 1973-1974," which you sent to Admiral Turner on August 8, provided a valuable stimulus for our own assessment of our past performance. -I had several discussions with the author, Anne Karalekas, and with Bill I Istaff. As 1told them, I asked -a man .with a good critical mind and a judicious temperament-to give me a report on the staff's criticisms and an appraisal of our performance. He has now submitted his report to me. It is a first-rate, thorough job and, I believe, an objective one. I enclose a copy for. you, and will send a copy separately to Senator Stevenson.
