I wish to express my appreciation f6ir the teamwork and analysis
that resulted in the draft ORPA study International Terrorism: the
Problem of Patron State Support." R~ Department of State has called
this a superb and timely study4 an,{ ce'llent and comprehensive work
with great promise for help in St Thal efforts*to combat a particu-
larly vexing aspect of internatidnal terrorism.
I am particularly pleas ` to hear of the good reception which"
the study received because to breadth of the subject matter and the
many countries and regions--nvolved required the involvement of an
unusually large number of 'People in a highly successful team effort.
All who were involved in,: this project are to be commended for the
work they did individually, and--more importantly--collectively, to
meet the short deadlines for producing this study and to meet it with
such an excellent piQce of analysis.
Please ensure inat my gratitude is conveyed to the officers
