19. (Unclassified -- JM.D) Paul Brula.n, Administrative Assistant
to Senator Patrick Leahy, (D? , Vt. } called and said. he and t3~e Serxator
had a chat with John Maury, Assistant Secretax?y of Defenses (Legislative
Affairs}, this morning about tre U--2 incident. $r.uhn said ono of tlxE~
interesting things that came up was the whole pracurc~xrient process far
the U-2. He said Maury told them that when the NSC was taTlcin.~; about:
the U-2 and knew that it was feasible, they went to the Air Farce and
asked them to build i.t, Thc~ ~7r T'nr~~ said S.t wauld take six years and
the contract was then given. to the CIA. It was flying tvitliin, a yc~~:r anti
at 30?fo of the estimated Air Farce cost. $ruhn said they are. taking a
look at the whole procurement process and were very interested. in this.
He said they would like as much background an that incident and the
whole procurement procedure as they coul~f get, He said Maury tald
them some of this m;ay sti11 be classified. I told him I would have
someone check into this and be back in touch. IIe said if same of the
material is still classified, we could advise them and they would tx-eat
it accordingly. I talcl hint since this goes back some years, it may be a
-while before we could get him an answer but we would get back to him. as
soon as possible. He said they (he and the Senator} felt too rnany people
