During my tenure as Director of Central Intelligence
and Chairman of the Committee on Foreign Intelligence,
I have come to know and appreciate the role played by
the Intelligence Research and Development Council operating
under your chairmanship for the past three years.
During 1976 we worked hard to restore confidence
in the integrity of our foreign intelligence mission at the
highest levels of the Government. It was a year marked
by innovations in the development of our most important
intelligence products and a year in which we wrestled with
new problems. The Council's contribution to these activities,
through its advice and recommendations to me, has been
significant. I firmly believe that our efforts are well served
by having the advice of such a dedicated and talented group
as the Council.
I have received your Annual Report and your letter of
13 January 1977. The points you have expressed are sound,
as are the recommendations for future activities of the
Council. I will support them for serious consideration by
my successor.
For myself and for the Intelligence Community, let me
say thank you.
